The Transportation Alliance Applauds Introduction of the Small Business Transportation Investment Act

Fairfax, VA – March 17, 2025 – The Transportation Alliance (TTA) strongly supports H.R. 2143, the Small Business Transportation Investment Act, introduced by Rep. Carol Miller. This critical legislation would establish a three-year pilot program within the General Services Administration’s (GSA) Fleet Vehicle Program, allowing small businesses in the ground transportation industry to purchase used government fleet vehicles at cost.

 

Under current GSA policy, state and local governments, as well as Indian tribes, are permitted to acquire these vehicles at cost. At the same time, small businesses must purchase them at auction, often at significantly higher prices. The Small Business Transportation Investment Act seeks to correct this disparity by providing small transportation businesses with equal access to these reliable, affordable vehicles, ensuring their ability to sustain operations and expand their services.

 

“This legislation is a game-changer for small transportation businesses, such as those providing services such as NEMT taxi, on-demand, micro-transit, chauffer driven, and student transportation,” said Dan Reid, National President of The Transportation Alliance. “By giving them the same opportunity to purchase fleet vehicles at cost, we are leveling the playing field and providing much-needed support to an industry that plays a vital role in connecting communities, creating jobs, and driving economic growth.”

 

The bill will have a profound impact on small business transportation companies, helping them remain operational, retain and create jobs, and continue providing critical mobility services to the public. Additionally, the initiative aligns with national environmental goals by promoting the transition to more fuel-efficient and environmentally friendly vehicle fleets.

 

The small business transportation industry is a key component of the nation’s economy, supporting thousands of workers and ensuring reliable transportation access for communities. By extending this purchasing opportunity to small businesses, Congress can provide them with the tools they need to compete, thrive, and contribute to the country’s economic success.

 

The Transportation Alliance urges lawmakers to support this bipartisan, commonsense initiative and looks forward to working with Congress to advance H.R. 2143.
